A man is behind bars after allegedly showing a woman an inappropriate photo of himself to a woman in a grocery store parking lot in March.
Ruslan Vadimovich Izerkin, 25, of Northampton Township, was arrested this month and is being held at the Bucks County Correctional Facility on 10 percent of $10,000 bail. He faces charges of obscene/sexual materials and indecent exposure.
The arrest stems from a March 1 incident at the Giant Food Store in the Summit Square Shopping Center in Middletown Township.
Police said they were called after a woman reported a man in a black Mercedes pulled alongside her vehicle as she was loading groceries. The woman told investigators the man rolled down his window and said he wanted to perform a sex act on her. He then allegedly displayed a photo on his phone showing his exposed penis.
The woman remembered a description of the man and took a photo of the Mercedes. The vehicle reportedly had no license plate and bore distinctive marks, police said.
Later the same day, Newtown Township police located the Mercedes in the parking lot of an Acme store in the Newtown Shopping Center, authorities said.
In Newtown Township, the license plate on the Mercedes was obstructed, and the driver was identified as Izerkin, police said.
A Middletown Township detective later spoke with Izerkin, who admitted to being at the Giant on March 1. He claimed a photo shown to him was of his vehicle and that the incident was a “misunderstanding,” police said.
Izerkin allowed a detective to examine his phone, which reportedly contained searches related to indecent exposure and its punishment, police said.
Izerkin reportedly told the detective he stopped in the Giant parking lot when papers flew off his seat.
When asked if something triggered him that day, Izerkin reportedly replied, “I did not mean to do that,” and added that he “did not mean to do what he was accused of by that woman,” according to police.
The 25-year-old man claimed he went home after leaving the Giant parking lot.
Izerkin has a prior indecent exposure arrest in Middletown Township in 2023. He pleaded guilty and was sentenced to two years of probation and ordered to seek mental health treatment.
The man also has a history of encounters with police in Northampton Township, Newtown Township, and state park rangers at Tyler State Park for various offenses, including harassment, use/possession of drug paraphernalia, and numerous traffic violations.
