The jets were spotted by a reader at Tyler State Park in Newtown Township around 7:15 p.m. and continued circling overhead until a few minutes after 8 p.m.
A military spokesperson was not immediately available.
The jets flew over Philadelphia, Montgomery County, and Bucks County.
Philadelphia is hosting the Major League Baseball Home Run Derby at Citizens Bank Park Monday and the MLB All-Star Game Tuesday. One or both of the events often feature a military flyover.
Public flight data showed the planes were between 3,000 and 4,000 feet above the area as they passed by.
Lower Bucks County is no stranger to military air traffic, but fighter jets doing loops are not seen as often.
While there are several variants of the F-18, the first ones entered service in 1983 with the U.S. Marine Corps and with the U.S. Navy a year later.
